The fare is the barrier

Shoreline Metro should be free. Students, seniors, veterans, disabled riders, agency clients — huge groups already ride free or on distributed passes. What's left is a fragmented gatekeeping system: fare boxes, pass programs, transaction overhead, all to collect from the riders least able to pay.

Mobility barriers compound everything — homelessness, job access, medical care. When agencies control people through gifted passes, the pass becomes the leash. Zero fare, zero transaction, just get on.

The marina connection

The marina is the front door. Visitors arrive by water; residents arrive by bus, bike, and foot. Right now those flows barely meet. The vision connects them: frequent free shuttles running marina ↔ downtown ↔ the lakefront, e-bike stations at every stop, and a riverwalk that actually walks somewhere.

The marina lost $5.9 million from 2013 to 2023. It doesn't need a $77 million rendering — it needs working docks, a staffed office, honest books, and a way for a family without a car to spend the day there.

Beyond downtown

The current system serves Sheboygan, with Kohler and Sheboygan Falls as contract communities — in practice, mostly job-related trips, not a real network. The vision is a genuine three-community grid: frequent, free, and designed for the trips people actually take — work, school, the lake, the doctor, downtown.

The goal, plainly stated: redo the entire transit system. The existing Transit Commission is the legal vehicle. The vision is what it should carry.
