Headline: **Just get on.**
-

-

Five cards linking to the pages below: Paid For, Why, Notice, Trips, Easy.
1. How It's Paid For
**Page title:** How It's Paid For · **Slug:** /paid-for
**Image:** guide-system-phone.png near the top; photo slot for a Hub rendering beside "Building money."
**Pull quotes:** "Moving people, not storing cars." / "Everybody rides free. One simple rule."
**Short version: the same public transit dollars that already exist, used better, plus smart one-time building money.**
Where the money comes from
-
**State transit aid.** Wisconsin already helps pay to run city buses (urban transit aid, s. 85.20) and rides for seniors and people with disabilities (s. 85.21).
-
**Federal transit aid.** Federal formula grants help run and buy buses (FTA 5307 and 5339). There's more for accessible vans (5310), rural county service (5311) and intercity links (5311(f)).
-
**County and city.** A local share, as today, with the county joining so the whole county becomes one network.
-
**Clean-air and safe-streets grants.** CMAQ, TAP, Safe Streets for All, and FTA Low-No for electric buses.
-
**Partners welcome, never required.** Health systems, employers, colleges and neighboring communities can add stops or trips. The network never waits for them.
Building money: hubs, stations and docks
-
Downtown already has big plans on the books: a pedestrian bridge and two future parking structures, which are years away.
-
Our idea: put part of that kind of money into **moving people instead of storing cars**.
-
Tax increment financing (TIF) can build things: heated Longevity Hubs, shelters, e-bike stations and safer crossings. That frees the regular transit dollars to run more buses.
-
The bottom line: one-time building money can carry the network for years, not months.
Why fare-free costs less than you think
-
Fares pay for only a small slice of today's service. Most of the cost is already public.
-
Collecting fares costs money too: fareboxes, passes, punch cards, counting cash and handling special programs.
-
Today's patchwork of pass deals (schools, agencies, employers) becomes one simple rule: **everybody rides free**.
-
No fares means faster boarding, buses that stay on time, and more riders on the same buses.
-
Sheboygan has tried fare-free before, and ridership rose.
2. Why It's Built This Way
**Page title:** Why It's Built This Way · **Slug:** /why
**Images:** guide-system-phone.png at the top; strip-T1 through strip-T4-phone.png beside "Frequency first"; strip-X1 through strip-X5 beside the crossovers; photo slot for an e-bike dock.
**Pull quotes:** "Come often, so you never need a schedule." / "Sheboygan stops being an island."
Hubs and pulses
-
Three heated **Longevity Hubs** (North, Central and West Gateway) are where lines meet and buses are timed to connect.
-
No more forced trip downtown just to change buses.
Frequency first, then vans for coverage
-
A few strong lines that come **often**, so you never need a schedule:
-
**T1 Taylor**
-
**T2 14th Street**
-
**T3 8th Street**
-
**T4 Kohler-Falls**
-
Five east-west **crossovers** (X1 Geele, X2 Superior, X3 Indiana, X4 Union and X5 Washington) link every line to the lake side.
-
**On-demand vans** cover everything in between, door to stop, plus all night from 12:30 to 5 a.m.
Fare-free
- No fares, no passes, no cards. It's simpler, faster and fair.
E-bikes for the last mile
- E-bikes and adaptive e-trikes wait at every Hub and at key stops, so the last few blocks are easy.
Must-serve places
-
Hospitals and clinics, grocery stores, schools and LTC.
-
Parks: Evergreen, Quarry, Maywood and the lakefront.
-
Job centers, shopping (Deer Trace, Woodlake) and Kohler-Andrae State Park in season.
The whole county
- One network: Sheboygan, Sheboygan Falls, Kohler, Plymouth and the villages, all booked in the same app.
Onto the real grid
-
**The Lakeshore Link** runs every day to Brown Deer, connecting to Milwaukee buses, the airport and Amtrak.
-
More links reach Plymouth, Fond du Lac and Manitowoc.
-
Sheboygan stops being an island.
