The Bridge Money: Handoff Package
Date: 2026-10-08 (reworked 2026-10-26)
Summary: What the public record says about the pedestrian swing bridge money, and a low-risk pilot idea to test other ways across the river.
1. The documented numbers
- Federal grant: up to $5,341,931 from the federal RAISE program, with a required local match of $1,335,483. Res. 65-23-24 (Alderpersons Dekker and Rust), staff report by then Director of Public Works David Biebel, Oct 2023. Source: Public Works Committee packet, Oct 10, 2023.
- Project estimate at the time of the grant: about $8 million total. Source: same staff report.
- Construction programmed: $6,677,000 in 2027, 80% federal and 20% local, with completion expected late 2027. Source: Sheboygan MPA Transportation Improvement Program 2025-2028.
- Latest update: the city's design consultant updated the council on Sept 8, 2026. Source: city project page.
- Marina staffing: A new Marina Manager was introduced in August 2026. Source: Board of Marina, Parks & Forestry minutes, Aug 4, 2026.
2. The lifecycle question (our analysis)
A movable bridge costs more than its construction bill. Debt service on the local share, yearly inspections, mechanical upkeep and someone to operate the span all add up over 50 years. We want the city to publish a full lifecycle cost before construction is let. The figures we need:
- the current construction estimate (the Sept 8, 2026 presentation is the place to check)
- how the local share will be financed, and at what rate
- the yearly operating and maintenance budget for the movable span
- who operates the span and what that position costs
Earlier drafts of this package used a $15 million construction figure and a roughly $33 million 50-year total. We could not confirm the $15 million figure in a public source, so both numbers are left out until we can.
3. The idea: a 90-day pilot
Ask for 90 days and a few vehicles, not a vote against the bridge.
- A small leased fleet running a continuous waterfront loop, Virginia Avenue to South Pier.
- Count riders, and measure cost, accessibility and reliability.
- The pilot does not touch the federal grant. If the loop works, the city has a data point. If it does not, nothing is lost.
- The core line: verify before you obligate.
- Cost: we estimate under $100,000 all in. Insurance is the biggest unknown, so get a broker quote.
Calendar (verify every date on the city meeting portal)
- The council's public forum allows five speakers, five minutes each.
- The 2027 budget adoption is in early November. A pilot needs a budget line.
- After the construction letting, the choice turns into contracts.
Who might support it
- Charter boat operators who use the river channel.
- Hospitality businesses that want visitors moving between both sides.
- Disability advocates, since a lift-equipped van serves riders a bridge cannot.
- Residents who depend on transit.
4. The riverfront land
- The former Pier 17 building at 539 Riverfront Drive was torn down in July 2025. In August 2025 the city said it had no discussions with developers about the site. Source: Sheboygan Press, Aug 14, 2025.
- Open question: what riverfront land the Redevelopment Authority owns and what development agreements it has granted. Check the county property records and RDA minutes before saying anything about it.
5. Other ways across (ideas, feasibility not established)
- A street shuttle on the existing 8th Street route.
- A closed-loop people mover.
- An aerial crossing over boat traffic. Permits, Coast Guard and Army Corps jurisdiction, ADA access, wind and cost are all unverified.
- A seasonal ferry, which a member of the public proposed at the Sept 21, 2026 council forum.
6. Verify before public use
- Grant agreement terms. Read the actual RAISE agreement before saying whether the money can or cannot be repurposed.
- Insurance and driver rules under Wisconsin commercial passenger law and the ADA.
- TID 21. Whether a pilot could use TID money without a plan amendment.
- Every meeting date against the live portal.
7. The story
What if the same dollars could connect Sheboygan to the region? Ten vehicles. Six corridors. Green Bay to Milwaukee through Sheboygan, plus Fond du Lac, Appleton and Manitowoc. A few local cars on the lakefront, every day of the year. Connections into Milwaukee: Mitchell Airport, the Hiawatha, the Hop. A group of four comes for the day, enjoys the lake, lunch and drinks, and gets home for a late dinner.
Remove the friction and real visitors come.
